My computer consistently reboots at the "Windows was shut down improperly last time..." once I hit Enter?

Unless you are moving the drive to an exactly same make and model system the the problem is most likely related to the drivers that windows is trying to load (windows does load some system specific drivers even in safe mode). Try booting to a windows boot disk from the cdrom and that will tell you if it's hardware problem over software problem.
