I just re-enlisted for airborne school, how can i get the duty station i want?

I just re-enlisted for and airborne option, but i really want to go to ft. richardson alaska, my retention NCO said i would have to wait until i was 90 days out from airborne school before he can send up a hotline and request a duty station for me. Is there any way i can reserve a slot now to get the duty station i want after airborne? also he told me i may not be able to go there bc i wouldnt have enough dwell time, i dont mind waving my dwell and would rather deploy, he told me someone said i cant do that, is that true?
