Making & sharing original ringtones?

first off, what software do i need to make my OWN ringtones and what format does it need to me (mid. wav. mp3.) I've heard of and tried one called "Miditracker" and made tsome tunes but how can i send it to my cell phone and how can i have those ringtones available for others to download??
