I am trying to invite my mother in law to visit the US?

Can I invite my mother in law to visit the US even though she has been denied a visitor's visa 3 times now? If yes, what can I do from the legal standpoint? The main reason for the invitation is that my wife is having a babay in September(My wife is not yet a citizen, but I am)
