Can the US government take action against one of their citizens who abuses human rights in another country?

I know of a very powerful officer who has dual citizenship in America and Sri Lanka. He makes money by abducting people in Sri Lanka and seeking ransoms. No body takes any action against him as he is a relative of a powerful local politician. Can the US government take any action against such individuals?
