Can't breathe, I've been to all kinds of Doc's. Many tests, help !!?

I have had numerous tests of my heart and lungs. My Lung function test shows a restriction when I exhale. My heart and lungs appear normal in every other test. I am on so many meds, that I get headaches and I feel none work. The only thing that helps is an albuterol rescue inhaler and that is a quick fix that doesn't last. I was tested by an allergist who said I'm allergic to everything. I have an IgE score of 450. I get winded very easily. I need some relief. I was at ground zero New York City several times. I worked in a highly visible moldy building when the breathing got really bad. I have nbo other symptoms other than feeling full and or bloated after very small amounts of food.
