Californians: Why does the state threaten to fine us if we don't conserve water?

and screammmmm we are in a drought, but then you turn on the TV and see a major show like "Wipe Out!" taped in California where they are wasting millions of gallons of water for ratings and profit. and its not even in a lake, but a man made filled structure.
